In the summer of 1863, a retired sea captain named William Holdredge created a plan for a new type of insurance company.
Backed by half a dozen San Francisco businessmen, the new company would indemnify property owners against the perils of fire. More importantly, though, it would contribute toward a fund to benefit the widows and orphans of the San Francisco volunteer firefighters.
